Refreshlock is a program used to configure the hertz of the display in accordance with its resolution.
When the value is higher, the image quality and speed of the game are better.

For example, if you play counter-strike at 800x600 resolution to 16bits, do it according to the picture below:

I used to use refreshlock but that was before nvidia included this type of thing in their video drivers. you can also do this by adding "-freq 100" or whatever frequency you want to the command line in cs. just right click your steam icon, go to games, right click counter-strike, click on properties and then click on "set launch options" and put in -freq 100
note: if you are using an lcd monitor you might want to find out what the max refresh rate is in the res you are using before trying this.
